Reliability Coordinators, Balancing Authorities and Transmission Operators
Certified System Operators under PER-003 and a systematic approach to training under PER-005, including emergency operations training.
The PER standards require that the people who operate the Bulk Electric System are credentialed, trained through a systematic approach, and — for Generator Operators — understand how protection systems affect their plant.
Training compliance is only as strong as the technical content behind it and the records that prove it was delivered. Keentel Engineering supports task analysis, training design, protection system training content and evidence organization for PER-003, PER-005 and PER-006.
Your Trusted Partner in Electrical Engineering and Power Systems
At Keentel Engineering, we deliver electrical power engineering services built on 30 years of experience and a commitment to excellence. Our clients include utilities, developers, EPCs, and public agencies across the U.S.
Unlike firms that sacrifice technical depth to chase billable hours, we prioritize precision, compliance, and value engineering. From transmission services and relay modeling to winterization and SCADA planning, we never compromise on quality.

At Keentel Engineering, we take pride in being the go-to electrical power engineering firm for power and utility system planning, substation design, protection, control, and power system analysis. The following attributes distinguish our team in utility-grade substation engineering and compliance-driven project delivery.
With three decades of hands-on project delivery, we bring unmatched expertise in substation layout design, substation electrical and civil engineering, relay protection, and grid-tie solutions. Our experience includes projects in complex terrain, urban retrofit environments, and utility-scale renewable integrations.
Our engineering process applies AutoCAD 3D, BIM modeling, and system-level substation design practices to ensure accurate planning, reduced errors, and efficient coordination across all project stakeholders.
Our workflow includes 3D substation design, enabling clash-free coordination between structural, electrical, and civil disciplines.
From grounding grid studies to relay protection settings, we engineer every detail to improve system reliability, performance, and operational safety. Our rigorous QA/QC process ensures compliance with IEEE, NFPA, and ISO/TSO interconnection standards.
Among leading electrical substation design companies, Keentel Engineering stands out for 30+ years of proven high-voltage and utility-grade project delivery.

First name, email and what you're interested in are all we need to get moving. Everything else, including drawings or an RFP, is optional.
Every Operating Instruction, switching order and emergency action is executed by a person. The PER standards set the expectation that those people hold the required credentials, are trained on the reliability-related tasks they actually perform, and understand the equipment and protection systems they operate.
PER compliance is often treated as an HR or learning-management exercise. Auditors, however, test whether training is built on a documented task analysis, whether it is refreshed when tasks or facilities change, and whether the technical content is correct. That is where engineering input matters — particularly for PER-006, which requires Generator Operators to train personnel on the operational functionality of protection systems at their own facilities.
Standard IDs are shown without version suffixes. Confirm the version in effect for your facility and audit period.
| Standard | Title / subject | Applicable functions | Typical evidence |
|---|---|---|---|
| PER-003 | Operating Personnel Credentials | RC, TOP, BA | Staffing records showing Real-time operating positions are filled by personnel holding valid NERC System Operator certification appropriate to the function |
| PER-005 | Operations Personnel Training | RC, BA, TOP; TO with personnel who operate or direct operation of BES transmission Facilities in Real-time; GOP dispatch personnel (per applicability) | Company-specific reliability-related task list, SAT documentation, training materials, delivery records, capability verifications, periodic program evaluations |
| PER-006 | Specific Training for Personnel | GOP | Training content on the operational functionality of protection systems and Remedial Action Schemes applicable to the plant, delivery records for applicable personnel |
Certified System Operators under PER-003 and a systematic approach to training under PER-005, including emergency operations training.
PER-005 training obligations where TO personnel can act independently to operate or direct operation of BES transmission Facilities in Real-time.
PER-005 training for applicable dispatch personnel and PER-006 protection system training for plant personnel responsible for Real-time control.
Newly registered GOPs building PER-005 and PER-006 programs for the first time, often for remotely operated solar, wind and BESS fleets.
Keentel supports training design, technical content and evidence. We do not certify System Operators or replace your training organization.
Building or reviewing the company-specific list of BES reliability-related tasks that anchors a PER-005 program.
Assessing whether analysis, design, development, implementation and evaluation are documented and linked to the task list.
Site-specific material explaining how the plant’s protection systems and any applicable Remedial Action Schemes operate and affect generation output — written by protection engineers.
Technical scenario development grounded in your system’s studies and operating procedures.
Reviewing how certification status is tracked against Real-time operating positions and shift schedules.
Aligning training records, program evaluations and capability verifications with RSAW expectations.
Identify which PER requirements apply to each registered function and which personnel are in scope.
Confirm the reliability-related task list reflects current facilities, tools and procedures.
Map each SAT phase to its documentation and identify missing links.
Prepare or update training content — including PER-006 protection system material — with engineering review.
Sample delivery records, capability verifications and credential records against the RSAW.
Set triggers so new facilities, protection changes or procedures prompt training updates.
| Deliverable | Purpose |
|---|---|
| PER applicability and scope summary | Which requirements apply and which personnel are in scope |
| Reliability-related task list review | Gaps and recommended updates to the company-specific task list |
| SAT program assessment | Documentation of each SAT phase and its linkage to the task list |
| PER-006 protection system training module | Site-specific technical content with engineering review |
| Training evidence index and RSAW narratives | Organized records ready for audit or self-certification |
| Gap | Why it matters |
|---|---|
| Task list not updated after facility or tool changes | Training built on an outdated task list may not cover what operators actually do. |
| SAT phases undocumented | Delivering training is not enough; the analysis, design and evaluation steps must be evidenced. |
| Generic protection training under PER-006 | Training must address the protection systems at the operator’s own facilities, not relays in general. |
| Remote operations staff overlooked | Centralized control centers for IBR fleets may bring personnel into scope who were not originally identified. |
| Records scattered across systems | Attendance, content versions and evaluations stored in different places are hard to present as a coherent program. |
Training on protection functionality is prepared by engineers who design and review relay settings.
We know how PER programs are sampled and what reviewers look for in SAT documentation.
Scenario and training content draws on your studies, one-lines and operating procedures.
We support your training organization with design, content and evidence; certification remains with NERC.
Send us your task list, SAT documentation and a sample of training records. Keentel will show you where the program is well evidenced, where it is thin, and what technical content — including PER-006 protection training — needs updating.
Technical guidance from Keentel Engineering covering protection-system functionality, relay coordination, switchgear operation, engineering responsibilities and practical technical knowledge supporting PER-005 and PER-006 personnel training programs.
Protection zones, relay settings and selective fault clearing provide directly relevant technical content for PER-006 training on protection-system operational functionality.
Understanding switchgear, breakers, protection and operating architecture supports task-based personnel training and strengthens operators’ understanding of equipment they control.
Technical responsibility, oversight and coordination help reinforce the role-based competency and accountability concepts that support structured personnel qualification and training programs.
