First name, email and what you're interested in are all we need to get moving. Everything else, including drawings or an RFP, is optional.
A 100 MW solar plant, a standalone BESS site or a small transmission system can carry many of the same Operations & Planning obligations as a much larger utility. Maintenance intervals must be tracked, models must be verified and submitted, ratings must be kept current, cold weather plans must be maintained and trained, and data requests from the Transmission Planner, Planning Coordinator and Reliability Coordinator keep arriving.
Many owners cannot justify a full-time NERC compliance manager plus protection, modeling and planning engineers for a small number of facilities. Others depend on one experienced person whose departure would leave the program exposed. And owners of IBR Category 2 facilities are now building programs for the first time.

Managed NERC compliance fills that gap with a dedicated external team that operates your program on a recurring basis — while your organization retains ownership and oversight.
Solar, wind, BESS, hybrid and thermal Generator Owners and Generator Operators that need a consistent program across one or several sites.
Owners newly registered under the Category 2 Generator Owner and Generator Operator criteria that need a working program without building a department.
Municipal, cooperative and independent transmission owners with limited BES assets but a full set of TO obligations.
Investors and asset managers who want consistent compliance across a growing portfolio with different EPCs, OEMs and O&M providers.
Entities covering a vacancy, integrating an acquisition or rebuilding a program after a difficult audit.
Compliance staff who want an external team to carry recurring engineering and evidence work while they focus on oversight.

Under the NERC framework, compliance responsibility rests with the entity registered for each function. A contract with a consultant, an O&M provider or an asset manager does not move that responsibility. Only formal arrangements recognized by NERC and the Regional Entity — such as a Joint Registration Organization or a Coordinated Functional Registration — change who is registered for which requirements.
Our managed service is designed around that reality:
This structure protects you in an audit and makes it possible to change providers or bring the program in-house at any time without losing the record.
The exact calendar depends on your registered functions, facilities, applicable standard versions and your Planning Coordinator’s and Transmission Planner’s data requirements. The table below shows the kind of recurring work a Generator Owner/Generator Operator program typically involves.
| Frequency | Task | Related standards |
|---|---|---|
| Monthly | Track PRC-005 component maintenance intervals, schedule upcoming work and reconcile completed test records against the component inventory | PRC-005 |
| Monthly | Log and respond to data requests and Operating Instructions from the TOP, BA and RC; track open action items | TOP, IRO, COM |
| Monthly | Review field changes and work orders for compliance impact through change control | FAC-008, PRC, MOD |
| Quarterly | Review protection operations for potential Misoperations, identify causes and track corrective action plans | PRC-004 |
| Quarterly | Confirm FAC-008 ratings still match installed equipment; update ratings after replacements | FAC-008 |
| Quarterly | Management compliance report: calendar status, open items, risks and upcoming effective dates | Program |
| Annual | Cold weather preparedness plan upkeep, unit-specific cold weather training and freeze-protection readiness checks | EOP-012 |
| Per PC/TP schedule | Modeling data submittals per the Planning Coordinator and Transmission Planner data requirements | MOD-032 |
| Annual | Training on the operational functionality of Protection Systems and RAS for applicable operating personnel | PER-006 |
| Annual | Standards watch: new, revised and retiring standards, with implementation plans for upcoming effective dates | All applicable |
| Periodic / event-driven | Real and reactive capability verification, and model verification after equipment or control changes | MOD-025, MOD-026, MOD-027 |
| Periodic / event-driven | Setting reviews for voltage regulation coordination, ride-through and load-responsive protection | PRC-019, PRC-024 / PRC-029, PRC-025 |
| As requested | Regional Entity self-certifications, periodic data submittals, spot checks and audit evidence requests | CMEP activities |
Every task produces an evidence record filed against the requirement it supports, so your audit evidence is built continuously rather than reconstructed at the end of the period.
Managed services are scoped to your registered functions, number of facilities and the capability of your in-house team. Most clients fit one of three tiers, which can be adjusted as the portfolio or program changes.
| Tier | Best for | What Keentel provides |
|---|---|---|
| Tier 1 — Program Oversight | Entities with in-house staff who perform the work but want independent oversight | Compliance calendar management, standards watch, periodic evidence reviews, quarterly management reporting and advisory support |
| Tier 2 — Compliance Management | Entities without a dedicated compliance manager | Everything in Tier 1, plus coordination of all recurring tasks, evidence organization, data submittal preparation, Regional Entity request support and contractor evidence follow-up |
| Tier 3 — Full Compliance & Engineering | Entities wanting one team for compliance and engineering | Everything in Tier 2, plus the recurring engineering work — ratings updates, setting reviews, model verification support and study coordination — and audit or spot-check support |
Larger engineering projects — a new ride-through assessment, a full model verification campaign or a planning study — can be added to any tier as separately scoped work.
We confirm registered functions, facilities, contacts and systems, and agree on where evidence will be retained and who approves what.
We confirm or build the requirement-level applicability matrix and perform a focused baseline review of current evidence.
We gather settings, ratings, models, test reports and agreements from your teams, EPCs, OEMs and O&M providers, and log what is missing.
We load every recurring obligation into the compliance calendar and confirm or develop the procedures behind each one.
We align O&M, relay testing and OEM contractors on the evidence they must provide, in what form and by when.
Recurring tasks, reporting and change control begin, and any baseline gaps move onto a tracked remediation plan.
Because your organization remains responsible, reporting is a core part of the service — not an afterthought.
Upcoming and completed calendar items, open data requests, contractor evidence outstanding and any change-control items.
Program health by standard family, risks, open remediation actions and effective dates coming in the next several quarters.
Prompt notice to your designated contacts when a potential noncompliance is identified, with the facts documented for your decision.
A year-end review of program performance, lessons learned and recommended improvements to procedures and controls.
| Approach | Strengths | Limitations |
|---|---|---|
| Full in-house team | Direct control and deep familiarity with your facilities | Difficult to staff compliance, protection, modeling and planning expertise for a small asset base; key-person risk |
| Compliance-only consultant | Program and documentation expertise | Engineering tasks must be sourced separately, and the compliance consultant may not be able to judge technical evidence |
| Relying on the O&M provider | Already on site and performing maintenance | O&M scope is often not written around NERC evidence; the registered entity remains responsible |
| Keentel managed compliance | Compliance management and power-system engineering in one team; evidence retained in your systems | Requires clear internal ownership and a designated senior manager — which NERC expects regardless |
For O&P standards, ratings, settings, models and studies are the compliance record. Our engineers produce and review that work directly.
Former NERC audit-team leadership and subject-matter experts shape how we build and maintain your evidence.
We understand how solar, wind and BESS facilities are built, who holds their data, and how to get it into your record.
We support entities across MRO, NPCC, ReliabilityFirst, SERC, Texas RE and WECC from offices in Tampa, Austin, Sacramento and Baltimore.
Tell us your registered functions and facilities. Keentel will recommend a service tier, map your recurring obligations and show you how we would run your program — with your organization in control.
