Balancing Authorities
Evaluate Arranged Interchange, implement Confirmed Interchange, reflect it in ACE and initiate or modify Interchange for reliability.
Interchange evaluation, implementation and reliability-driven changes — with procedures and evidence that tie back to your balancing and operations records.
The Interchange Scheduling and Coordination (INT) family governs how energy scheduled between Balancing Authority Areas is evaluated, approved and implemented. INT compliance is mostly procedural and system-driven: the evidence lives in e-Tags, interchange logs and scheduling-system records rather than engineering studies. Keentel’s role is procedure, evidence and program support — integrated with the BAL, TOP and IRO obligations that interchange feeds.

First name, email and what you're interested in are all we need to get moving. Everything else, including drawings or an RFP, is optional.
Every schedule between Balancing Authority Areas changes the flows on the transmission system and the balancing obligation of each Balancing Authority involved. If an Interchange is implemented without a reliability review, or implemented differently from what was agreed, ACE is wrong, transmission can be overloaded and neighboring areas are left to absorb the difference.
The INT standards set out who must evaluate a proposed Interchange, how it is confirmed and implemented, and how it can be initiated or changed for reliability reasons. In practice, most of this work is performed through the e-Tag system and the Balancing Authority’s scheduling and energy management systems, following the e-Tag specifications and business practices maintained by NAESB.

Because so much of INT is automated, compliance gaps usually appear at the edges: manual overrides, system outages, reliability-driven curtailments and records that were never kept. Those are the areas Keentel focuses on.
The INT family has been consolidated over time, and several earlier INT standards have been retired. The table lists the standards Keentel supports today. Always confirm the version in effect for your facility and audit period.
| Standard | Title | Applicable functions | Compliance evidence |
|---|---|---|---|
| INT-006 | Evaluation of Interchange Transactions | Balancing Authority, Transmission Service Provider | Procedures and system records showing Arranged Interchange was assessed for reliability and approved or denied within the required process; e-Tag approval histories |
| INT-009 | Implementation of Interchange | Balancing Authority | Records showing Confirmed Interchange was implemented as agreed and that the agreed values were used in the ACE calculation; checkout records with adjacent BAs |
| INT-010 | Interchange Initiation and Modification for Reliability | Balancing Authority, Reliability Coordinator | Records of reliability-driven initiation or modification of Interchange — such as reserve-sharing deployments and RC-directed changes — and the related e-Tag documentation |
Evaluate Arranged Interchange, implement Confirmed Interchange, reflect it in ACE and initiate or modify Interchange for reliability.
Evaluate Arranged Interchange for transmission service and reliability considerations and approve or deny it.
Direct modification of Interchange for reliability and coordinate its implementation with affected Balancing Authorities.
Generator Owners and Operators and Transmission Owners are not directly applicable to the INT standards, but their schedules, dynamic transfers and outages feed the Interchange process.
When an operator manually approves, denies or adjusts an e-Tag, the reason and the reliability assessment behind it should be recorded. Automated approvals need documented logic that shows what the system checks.
Curtailments and modifications made for reliability — during an emergency, a reserve-sharing event or at RC direction — are the moments most likely to be reviewed. Logs and e-Tag histories should show who initiated the change, why and when.
If the scheduling system, e-Tag authority service or energy management system is unavailable, the Balancing Authority still needs a documented way to evaluate and implement Interchange. Backup procedures belong in both the INT and EOP-008 evidence.
Interchange implemented in the scheduling system must match the values used in ACE and agreed with adjacent Balancing Authorities. Checkout records and ACE data are shared evidence for INT-009 and BAL-005.
INT has little engineering content, so Keentel’s role is focused on procedures, evidence and program support that fit into your wider Operations & Planning compliance program.
INT-006, INT-009 and INT-010 procedures that describe how your systems and operators actually handle Interchange.
Written descriptions of the checks your scheduling and e-Tag systems perform, so automation becomes auditable evidence.
Sampling of e-Tag histories, logs and checkout records against your procedures to find gaps before an auditor does.
Templates and logs for reliability-driven Interchange changes, integrated with EOP and IRO records.
Interchange handling during scheduling-system or control center outages, coordinated with EOP-008.
Requirement-mapped narratives and evidence indexes for audits and self-certifications.
Identify the INT standards and requirements that apply to each registered function you hold.
Document how Interchange moves through e-Tag, scheduling and energy management systems and where operators intervene.
Compare written procedures with the standard language and the actual workflow.
Test e-Tag histories, logs, checkout records and ACE data against the procedures.
Update procedures, add missing logging and prepare requirement-mapped evidence.
Add periodic sampling and procedure reviews to your compliance calendar.
| Deliverable | Purpose |
|---|---|
| INT applicability matrix | Requirement-level applicability for each registered function |
| Interchange workflow map | How Interchange is evaluated, confirmed and implemented across people and systems |
| INT procedures | Documented procedures for evaluation, implementation and reliability-driven changes |
| Evidence sampling report | Sample results, gaps found and corrective actions |
| Requirement-mapped evidence index | Each INT requirement linked to the specific records that prove it |
| Gap | Why it matters |
|---|---|
| Automated approvals with no documented logic | If the reliability checks the system performs are not written down, they cannot be shown to meet the requirement. |
| Manual overrides not logged | Operator actions outside the automated workflow leave no evidence of the assessment behind them. |
| Reliability-driven changes poorly documented | Curtailments and modifications during events are the most scrutinized records and the easiest to lose. |
| No backup procedure for system outages | Interchange obligations continue when the scheduling system is down. |
| ACE values not reconciled to Confirmed Interchange | Mismatches between scheduled and implemented values affect both INT-009 and BAL compliance. |

Share your INT procedures and a sample of e-Tag and checkout records. Keentel will show you where the evidence holds, where it breaks and how to align it with your BAL and operations records.
Technical guidance from Keentel Engineering covering resource capability, operating data, validated technical models and equipment limits that support coordinated interchange scheduling and reliable implementation of interchange transactions.
Accurate generator ratings establish the real operating capability behind scheduled power transfers and help ensure interchange schedules are based on defensible technical data.
Reliable scheduling and coordination depend on trustworthy resource data. Validated EMT models help establish how inverter-based resources behave under changing grid and transfer conditions.
