Reliability Coordinators
Maintain communication capability with the entities in their area and neighboring RCs, and issue Operating Instructions under documented protocols.
Communication capabilities and Operating Instruction protocols — documented, trained, sampled and ready for audit.
The Communications (COM) family is small, but its requirements touch every control room and plant operator who issues or receives Operating Instructions. COM compliance is less about engineering calculations and more about procedures, testing records, training and voice evidence. Keentel supports it as part of an integrated Operations & Planning program, so communication evidence lines up with your TOP, IRO, EOP and PER records.

Among leading electrical substation design companies, Keentel Engineering stands out for 30+ years of proven high-voltage and utility-grade project delivery.

First name, email and what you're interested in are all we need to get moving. Everything else, including drawings or an RFP, is optional.
When a Reliability Coordinator, Transmission Operator or Balancing Authority issues an Operating Instruction, the receiving operator must understand it exactly. The COM standards exist because misunderstood instructions and failed communication paths have contributed to real system events.
COM-001 addresses capability: whether the right entities can reach each other through a primary Interpersonal Communication path and, where required, an Alternative Interpersonal Communication path — and whether those paths are tested and failures are handled. COM-002 addresses the conversation itself: documented communication protocols, three-part communication for Operating Instructions and the training operators receive before they issue or receive them.
Operating Instruction communications — COM-002 together with IRO-001 — are identified as a focus area in the ERO Enterprise’s 2026 CMEP Implementation Plan. That makes voice evidence and protocol assessments a likely topic in audits and spot checks this cycle.

Always confirm the version in effect for your facility and audit period, and read the applicability of each requirement — COM obligations differ by function.
| Standard | Title | Applicable functions | Compliance evidence |
|---|---|---|---|
| COM-001 | Communications | Reliability Coordinator, Transmission Operator, Balancing Authority, Generator Operator, Distribution Provider | Inventory of Interpersonal and Alternative Interpersonal Communication capabilities by counterparty, periodic test records, failure notifications and restoration records |
| COM-002 | Operating Personnel Communications Protocols | Reliability Coordinator, Transmission Operator, Balancing Authority, Generator Operator, Distribution Provider | Documented communication protocols, initial training records for operators who issue and receive Operating Instructions, voice recordings, periodic protocol assessments and corrective actions |
Maintain communication capability with the entities in their area and neighboring RCs, and issue Operating Instructions under documented protocols.
Maintain primary and alternative communication paths, issue Operating Instructions using three-part communication and assess protocol use.
Maintain communication capability with their BA and TOP, and receive Operating Instructions using three-part communication — often from a remote operations center serving many plants.
Maintain communication capability with their TOP and receive Operating Instructions, such as load-shed directives, under the protocols COM-002 requires.
Three-part communication is simple to describe: the issuer gives the Operating Instruction, the receiver repeats it back (or restates it), and the issuer confirms the repeat-back was correct or corrects it. Proving it happened, consistently, is harder.
Your documented protocols should define when three-part communication is required, how Operating Instructions are identified, the use of alpha-numeric clarifiers or time conventions where your entity has adopted them, and what the issuer does if the repeat-back is wrong.
Voice recordings are usually the primary evidence. A recording that captures an Operating Instruction without a clear repeat-back and confirmation is a finding waiting to happen. We help design sampling approaches that test recordings the way a Regional Entity reviewer would.
COM-002 treats Operating Instructions during an Emergency more strictly than those issued at other times. Your procedures, training and sampling should reflect that distinction, and your EOP records should make it easy to show which instructions were issued during an Emergency.
COM compliance is primarily procedural. Keentel’s role is procedure, evidence and program support — integrated with the operations, emergency and training records that share the same control-room evidence.
A counterparty-by-counterparty record of primary and alternative communication paths required under COM-001.
Procedures and logs for periodic testing of Alternative Interpersonal Communication and for notifying affected entities of failures.
COM-002 protocols tailored to your function, operating model and counterparties.
Initial training material and completion records for operators who issue or receive Operating Instructions, aligned with PER-005.
Sampling plans, assessment checklists and documented results that show protocol use and drive coaching.
RSAW-aligned narratives that tie COM evidence to related TOP, IRO and EOP records.
Identify every entity you must be able to reach and the primary and alternative paths in place today.
Compare COM-001 and COM-002 procedures with the standard language and your actual operating practice.
Test recordings, communication test logs and training records against the documented procedures.
Revise procedures, add missing test steps, refresh training and coach on protocol lapses.
Assemble requirement-mapped narratives and evidence indexes for audit and self-certification.
Set a recurring cadence for protocol assessments and communication testing in your compliance calendar.
| Deliverable | Purpose |
|---|---|
| COM-001 capability matrix | Every required counterparty and the primary and alternative paths that serve it |
| Communication test and failure procedures | How capability is tested, how failures are reported and how restoration is recorded |
| COM-002 communication protocols | The documented protocols operators use to issue and receive Operating Instructions |
| Training material and records index | Initial training content and completion evidence for applicable operators |
| Voice-recording assessment report | Sampling method, results, lapses found and coaching or corrective actions taken |
| Requirement-mapped evidence index | Each COM requirement linked to the specific records that prove it |
| Gap | Why it matters |
|---|---|
| Missing or incomplete repeat-backs on recordings | The protocol exists on paper, but the recording does not show three-part communication was completed. |
| Operating Instructions not clearly identified | If operators cannot tell an Operating Instruction from routine conversation, protocols are applied inconsistently. |
| Alternative communication tests not documented | A test that was performed but not logged cannot be demonstrated. |
| Counterparty list out of date | New neighboring entities, remote operations centers or plants added to a portfolio may not be covered. |
| Training records not tied to individuals | Evidence must show that each operator who issues or receives Operating Instructions was trained before doing so. |
| No assessment of protocol use | Protocols need periodic assessment and follow-up on deviations, not just a procedure on the shelf. |

Share your COM procedures, test logs and a sample of recordings. Keentel will show you where your evidence holds up and where a Regional Entity reviewer is likely to push.
