Under the NERC Compliance Monitoring and Enforcement Program (CMEP), a compliance audit is the most comprehensive monitoring tool a Regional Entity uses. The scope, frequency and format — on-site or off-site — are shaped by your Inherent Risk Assessment (IRA), your Compliance Oversight Plan (COP) and the risk elements in the ERO Enterprise's 2026 CMEP Implementation Plan, together with your Regional Entity's own risk priorities.
For Operations & Planning (O&P) standards, most of what the audit team examines is engineering: protection system maintenance records, relay settings and coordination studies, Facility Ratings calculations, generator verification test data, planning assessments and dynamic models. If the engineering is sound but the evidence is hard to follow, the audit becomes long and uncertain. If the evidence is well organized but the engineering has gaps, the audit team will find them.

Every Regional Entity runs its audits under the NERC Rules of Procedure and its own process documents, so terminology and timing vary. The general lifecycle below is consistent across the ERO Enterprise.
Your Regional Entity notifies you of the audit in advance, per the Rules of Procedure and its own process, identifying the audit period, the standards and requirements in scope, the audit team and whether the audit is on-site or off-site.
The Regional Entity issues a request for evidence, typically including completed Reliability Standard Audit Worksheets (RSAWs), procedures and supporting documentation, with a submission deadline. Evidence is generally provided through NERC's Align tool and the Secure Evidence Locker (SEL).
Auditors test the submitted evidence against each requirement, often by sampling, and issue follow-up data requests where evidence is incomplete, unclear or raises questions.
On-site or by video, the audit team meets your staff, reviews the scope and conducts interviews and walkthroughs with subject-matter experts, requirement by requirement.
At the close of fieldwork the audit team typically summarizes preliminary observations, including any possible noncompliance, areas of concern and recommendations.
A draft report is shared with the entity for review before the final report is issued. Any Potential Noncompliance (PNC) identified moves into the enforcement process for disposition.

Many O&P findings are not caused by missing work. They are caused by evidence that is technically correct but that nobody in the room can explain clearly under questioning. Keentel's engineers can support your staff — or present directly, at your direction — on the technical evidence behind the most engineering-intensive requirements.
We do not replace your staff in the interview. We make sure that when an auditor asks "how do you know this setting is right?", someone in the room can answer from the engineering.

Auditors interview the people who actually perform the work. Good interviews are factual, concise and tied to evidence. Poor interviews usually involve speculation, contradictions with written procedures, or an honest answer to a question nobody prepared for.

Engineering subject-matter-expert support for protection, ratings, modeling and planning evidence.
The draft audit report is your opportunity to correct factual errors and ensure the record accurately reflects the evidence you provided. Once the report is final, any Potential Noncompliance it identifies proceeds through enforcement, where disposition options can include a Compliance Exception, Find, Fix, Track and Report (FFT) treatment, or a settlement or Notice of Penalty.
We review the draft report against the evidence record and the requirement language, identify factual inaccuracies or omissions, and help you prepare clear comments. Where a finding is sound, we shift immediately to mitigation — root cause, corrective actions and preventive controls — so the record shows a strong response.
The strongest outcome after a finding is a well-documented root cause and a mitigation plan that fixes the process, not just the one record the auditor sampled.

A compliance audit is a systematic, objective review by a Compliance Enforcement Authority — usually your Regional Entity — of whether a registered entity complies with the Reliability Standard requirements in scope. It is one of the monitoring methods defined in the CMEP, alongside spot checks, self-certifications, periodic data submittals, self-reports, complaints and compliance investigations.
Scope is risk-based. Your Regional Entity considers your Inherent Risk Assessment, Compliance Oversight Plan, compliance history, the risk elements in the ERO Enterprise CMEP Implementation Plan and regional risk priorities. The audit notification identifies the standards and requirements in scope and the audit period.
Your Regional Entity notifies you in advance, per the NERC Rules of Procedure and its own process, and typically publishes an audit schedule. In practice, the time between the notification and the pre-audit evidence deadline is short, which is why preparation should begin well before the notification arrives.
A Reliability Standard Audit Worksheet (RSAW) is a NERC-published worksheet for each standard that describes how auditors assess each requirement and what evidence they may request. Regional Entities commonly ask entities to complete RSAWs as part of the pre-audit submittal. See our RSAW Evidence Development page for how we prepare them.
Align is the ERO Enterprise's system for CMEP activities, including audits, self-certifications and self-reports. The Secure Evidence Locker (SEL) is the secure environment used to submit and review evidence. Your Regional Entity will tell you how it expects evidence to be submitted for your engagement.
Your registered entity remains responsible for its compliance and its responses. At your direction, our engineers can attend interviews and explain technical evidence such as relay settings, Facility Ratings calculations and model data. Most clients use us to support and prepare their SMEs, and to lead technical walkthroughs where that is more effective.
Possible noncompliance identified during an audit is recorded as a Potential Noncompliance and processed through the enforcement program. Disposition can range from a Compliance Exception or FFT to a settlement or Notice of Penalty, depending on risk and circumstances. Mitigation — correcting the issue and preventing recurrence — is expected either way.
Assess it immediately: is it a documentation gap or a performance gap? A documentation gap may be resolved by recovering records. A performance gap may warrant a self-report and mitigation. We help establish the technical facts quickly so your organization, with its counsel, can decide how to proceed.
Yes. Many O&P audits are conducted off-site or in a hybrid format, with interviews and walkthroughs by video. We support both formats, and prepare your team for screen-sharing databases and settings files during remote sessions.
Ideally, months before the expected audit window — early enough to conduct a mock audit and fix evidence gaps. We also support entities who engage us after receiving the notification letter, focusing first on the highest-risk requirements in scope.
